Got mostly about 5mb/s, except when i totaly want to play that game wich is downloading/patching, then the timer says: never ever.

You are getting the correct download speeds.

15mbps gets you 1.8MBps actual download speed.

Theres a difference between mbps and MBps.

I know. The connection (as I was told by the Tech and the manager of customer service) is rated at 15 Megabytes/s not megabits. Not saying that to be an *******, just saying I either got wrong info (very possible) or Steam is just slow because there's always so many people on it.

I read on steam some times back they rate your d/l on 10% of your actual download speed
not saying that's a fact but it seems too work out on mine most of the time

That would make sense. 10% of ~15MB/s is ~1.5MB/s so yea.
