Maxis has stated they are working on an offline mode. They state that this is by huge demand by their player base, even though their connectivity issues are behind them. They say this will also open the door for modders which means they won't be targeting you for offline mods.
While I realize this may be old news to some, I only just figured this out when I was considering buying it again. This may be useful for others like myself who held out of buying until they introduced offline mode.
