Seeing as now this game has a board, I'll post it here.
The most significant upgrades from 2013 are a Tactic Overhaul, a improved Match Engine and a general improvement in many areas of interaction with your club, the media and the players. The use of Steam Cloud. As well as some form of support for the Steam Workshop, which isn't yet active in the beta. In addition to the regular upgraded database of players and teams, as well as a more user friendly UI.
Any game you start now will carry over to the retail release of the game. So you don't need to worry about losing any progress.
The beta will carry on until November 4th, at which point you will automatically be updated to the retail version and should be able to continue on like normal.
Where to buy? Online distributors such as Steam Powered, Green Man Gaming and Gamers Gate currently have it available for pre-ordering at $49.99. [edit] It's probably noteworthy that you will get a Steam Powered key that you will need to register on Steam.
