Ok, so I want to be able to do the proving grounds level without a single little sister dying, and as the one shot kill option only seems to work against certain enemies I decided to try and use the console commands.

No matter what I do, they will not work. I even went through the whole .ini file and changed every f1 - f12 section to be bound to the console commands I want and still they simply refuse to work. I have a Steam copy of Bioshock 1, if that makes a difference.
