PAX is some USA gaming convention, though not sure what that member had in mind when he wrote his post, as fans have been able to play Rome 2 at Rezzed long before PAX.

It's a worldwide release, don't worry, but if you go to the developer booths at various conventions in various games you generally get a sneak peek, just like Blizzard is showcasing that World of Warcraft-themed card game at the coming BlizzCon.
