Well, for me, the game was adding a % rather than a set amount. I just used CoSMOS after using the cheat to increase the amount.
Its gives me increments by 1 unit at a time.
I used CE and adjusted the Float value with 4 digits after the comma. Its not rounded for some reason...
Yes, the tech energy option is bugged for me sadly.
I used CoSMOS as well.
Use float values with "between x and y"
So, if you have 1234 Tech Energy, search for "Between 1233 and 1235".
Go back to the game. Press 4, look at the new value.
Should be 1236 by now. Filter (not new search!) "between 1235 and 1237"
I got three values in the end.
Value 1 is the "visible" value, which you see in your rig etc.
The other two seem to be linked together.
Don't be surprised if you change value 1, it will float back to the actual value of result 2 and 3. It will continue to float until it reaches the real Tech energy value.
I gave myself about 150k Tech energy. That's more than enough for all the weapons plus upgrades.

When you select float type, you could select to search Rounded (Extreme) instead of trunced. It will have same effect as searching values betwen
