Simple, some terror in the form of disease & conspiracy attacked US so they collapsed in just few days like in any other cliche in every movie, then the remnant of government create the Division to combat the threat, keep law & order bla bla bla etc...

The main point of this games is just shooting people in online MP competition with some RPG flavour...

No great background & story needed for any online shooter...
