That's not a custom mod exe though (It's part of the game, I've never used it myself however as I thought it was the level editor or some other mod tool.) but it's still a understandable decision, same as why you can't support localized changes such as various German "low-violence" versions.

Like he said, it's just part of the game, it's just used for modders and for debugging process as it has particular commands included which aren't in the original exe.
But if you can't really do it, i'll be fine

Think the reason for the savegame editor, is because of ingame resources, the soldiers and the alien tech, later on you will need some special power cores and more of the materials, basically a grind fest.

I am an old gamer and i need my trainers to help me complete them these days so i have started to look at what trainer options i have for my games and Cheat happens tend to not disappoint so thank you for the game enjoyment i can still have.
