Feedback, Complaints or Problems

What determines whether a game gets a sub-forum for it, sometimes games get a place weeks before release like dead space 3 for example, sometimes they dont get one at all. Do we have to request one like requesting a trainer? or is it based solely upon what you think will be popular? becuase sometimes you create forum areas for games, only to state you wont be makign a trianer for that game, so why even create a place for them, while other games just get ignored.
