is there a way to take out tall boys without killing them? i'm not trying to kill that many, attempting to keep a low chaos rating as much as possible.

I killed several tallboys in my game and got a low chaos ending.

Nope, even if you used sleep darts, the tallboy (pilot?) would then fall to his death as all human npcs suffer from fall damage much more than the player. throwing sleeping guards into the river also kills them because they drown. Leaving sleeping guards on the ground can get them killed by rats as well.
