Nevermind, i'll change my function to work on all kind of resources.
@komugi: Is there a value floating around or anything where i can see the amount of global panic? I'm not such familar with this game.

You may be able to narrow some of that down by checking through th unreal .ini files under [steam]\XCom-Enemy-Unknown\XComGame\Config\*.ini
particularly DefaultGameCore.ini, and one or two others.
Worth a quick glance, if nothing else.

Well, I ran into the values pointing at the wrong addresses as well, I'm eagerly awaiting the new version (I promise I won't complain if it's an intermediate build).
Be careful with the resources. I don't know how you write the code, but adding all resources at once might break the story, since a lot of research is based on discovering the items first (a new kind of corpse/weapon etc). So if you can write the code to only max the items that are already present, it would probably be better.
As in the trainer thread, scientists/engineers would be cool, research/construction times awesome (in the category overkill-cheating ). Scientists and engineers are easy enough to find using a satellite launch (or a workshop construction in the case of engineers).
Nobody seems to have confirmed if the editor and trainer play nice together. They seem to, but one can never tell what truly caused my CTD just now.
(Unlimited Arc would be nice too, but that's trainer material probably)
