Just wondering if anyone figured out how to set a value for this or not. I tried finding it through CoSMOS and couldn't find anything.

Even in the first game it was non-moddable, and first game had great savegame editors. So I wouldn't count on it. It is possible however that when savegame editors will come out (and I'm sure they will, same engine) you will be able to add unused ammo packs to your inventory, like in the first game.
