Don't listen to him good sir. Your PC meets the "bare" min requirements to play the game. But you'll be playing at very low settings. Make sure that your PC has less than 50 processes running to make sure this game get's all the juice from your CPU.

To check. Right click the task bar and click "View Task Manager"

And you should see it on the bottom left of it.

    Anyways here.

"Developers Rockstar have revealed that, at a minimum, gamers should have an Intel Dual Core 3GHz or AMD equivalent, 3GB of RAM and a Nvidia GeForce 450 512MB RAM or AMD Radeon HD 4870 512MB RAM."

"Bare minimum" means you can start it and play it with 5 fps. Save the 50 bucks and buy the game with your next rig. Don't frustrate yourself and watch a hd walkthrough of the game on youtube.

Let's not scare the guy. I'm running everything on 'High', and things are pretty smooth. These are my specs:

    Intel Core2Quad Q9550 2.8Ghz
    8GB RAM @ 1066Hz
ASUS EAH5770 (although due to old card, DXDiag sees it as a 4600 series card and I can't even use DX11 in-game)
    Windows 7 Ultimate x64
WD Caviar Black 500GB 7200rpm (almost full, never defragged since 2008 too)

I run it on Geforce 580GTX card, i5-2500k cpu at 3.3Ghz (not overclocked yet) and 16GB DDR3 ram. SSD drive to go with that.

    It runs flawlessly.

Any NVIDIA card below the x60 range will not give amazing performance due to missing hardware that can be found on later versions. But you should be able to play the game.
Oh and Don't forget some tuts on ASM and defeating DMA
