I have noted that I am unable to further construct fortification structures to my liking after conquering about 1/2 way through. My costs indicate negative and the game will not allow further structures. Is there a mod that happened recently which limits fortifications and puts them as unavailable (negative cost indication)? I have money in treasury to build. Is anyone else experiencing something similar? Feedback please.
