You can get instructions or the key for BDtS from an EA rep, through the main site at ea.com and the help section.
Thanks DABhand with your advice I was able to download Bring Down The Sky and I had no problems installing it. It found my Steam version of the game when it installed.
But I do have to say that it is a very poor excuse for a DLC I'm glad it was free!
