I never noticed if before the FOTS release it was the same, but now I can put up to 40 units in my army in custom battles.... Was it the same in the base game? and if not I'm wondering if it will be possible in campaign also...
Well if it is, I'll definitely love this game!

It came out with the massive patch to Shogun 2. They made it coincide with FotS for practical reasons.
