As a matter of fact, just put the finishing touches on one for myself.
Basically, the Coalesced editor doesn't support pasting multiple lines of new values, so I added all of the weapon upgrades to the vendor in the hospital, and since you can hoof it to the elevator and go to the Hospital level of the Citadel it's very, very accessible. You can buy all the upgrades and max them out. (+V is as high as they go, weapons themselves can go to +X, though)
Numpad 7 gives you a fair bit of coin, Numpad 9 unlocks every weapon, ever. Enjoy.
Oh, almost forgot - apparently the fifth Pistol mod is borked, so that's why there's an empty slot that you can still purchase in that store

But it's a good thing you mentioned that, as I myself apparently forgot to mention that anyone who wants to play MP should keep a backup of the original, unaltered .bin as well as a backup of the backup in case you edit that one blissfully unaware.
As for the items being stocked, in my testing the vendor got them without having to hit the trigger again , but if their stock is empty before you use this .bin, they won't get the upgrades.
Edit: Yeah, you're either going to have to find a save that hasn't emptied that vendor terminal's stock yet or change all the PlotUnlockConditional entries to another ID one by one. Either that, or progress until the next Medigel upgrade is available for purchase, then go to that terminal in the Hospital to buy it - I think it should restock.
