Anyone got any idea how to hire militia or upgrading them?

Once you've cleared an area you can go to the world map and then "travel to" the area you just left. Silly but that's how it works.
You'll then see a load of civilians indicated with blue fists and a plus.
Talk to these civilians and you can equip them with weapons, body armour and helmets.
The numbers above each area on the world map indicate how many are available to equip and how many have got equipment.
So don't throw away your old guns. The militia needs them.
There might be another way of training and equipping them later on but that's the only way I've found so far.
It is quite tedious and annoying. Especially if a civilian has locked themselves in a house or are standing in a minefield!

Yeah, I was startled by this discovery/change as well. Equipping them all one by one... Tedious.
Don`t blame the player if you can`t play the game!

I was equipping them with stuff but after a next day visit the have no more guns and body armor. Seems there is a little bug

it really really is and when youve ordered over 30 to 40 weapons/armor and helmets that can only be delivered to the one airport it get's so annoying trying to run to the other side of the map to outfit them :@

I usually carry 1 extra firearm, helmet, and flak jacket per team member when I send out a squad from the airport. I also have 1 or 2 single man teams running back to the airport for resupply runs so I can keep my teams topped of on stuff they need. I haven't had any trouble playing this way.

As long keep an eye on where enemies attack and what routes the patrols take, you only need to 'demilitarize' some areas and carry the stuff forward, like mine wont ever be attacked once you liberate Cambria town. Roadblock gets attacked from south so taking the one below you simply just have to move gear ahead.
Also to make things easier take the Barracks off the East coast early to speed up militia level gains, and also to save yourself fighting 40+ level 5's.
Also go down liberate slums way down south, you can buy HK G11's there, only found 2 of em but they deal crazy damage, accurate and 1000 rpm 5 burst, good range and high damage (Headshots seem to kill people clad in kevlar helmets with a single shot)
