i've had this too, it happens when u try and cast a spell that costs more magicka than u currently have even with the trainer, eg: u try and cast paralyze but only have 130 magicka then it wont let u.
2 ways arround it, use the tgm code or player.modav magicka [ammount] (either modav or setav, can't remember which)

just for be clear:if i use this bat,i'll need to unlock shouts with player.unlockword XXXXX command or not?

For all that start new character, just put the file in your skyrim directory (steam/steamapps/common/skyrim)

the file uses the player.teachword command, you have to unlock the words with the souls given by the file, just go into your shouts menu and press default key R when you are on a shout
be aware that those files will make you god like.

Thanks to turtle100 I was able to create a neclace that increases destruction spelldmg. Since there is no enchant that does this, I enchanted the necklace with an alchemy effect!

This will create a necklace that increases destruction spelldmg by a certain % based on how high your enchanting skill is, even if its above 100!. you can also follow turtle100's guide on page 42 of this thread if you don't want to increase enchanting using the player.setav enchanting command.

I NEED HELP! or i Can't Continue the game. at this point my game is over! Quest is bugged! have read alot of reports allover the net abnt it quest: Elder Knowledge" when i speak to URAG @winterhold college he doesnt give the option about the Elder scroll. so i cant carry on. and i heard i can go to Septimus outpost that gives me a quest that will also allow me to track the elder scroll. yea ive done that previously yestersday. so im basically Screwed! new game?? or give the game developers a mouthful!

yes i have seen that post. there is NO book in the middle from where he stands up from the podium. i have contacted Bethseda as i can't find a solution to this serious problem. if i cant do this quest i cant complete the game.
