Let's see...
An RPG sort of thing, create your character and everything, you can switch between first and third person. Game play is a bit platform shooter-like.
You're in the future, and the world is recovering from a massive war, some massive disaster and resources are low, little food, medicine and people are desperate. Government is trying to control it all using 'guards', people who are dead, and have been combined with technology to be a strong hand, and people are terrified of them. Can't be beaten, far too hard for normal weak, starving people to manage.
Anyway, so you're like a commoner like everyone else and after the umpteenth incident with the guards and some poor family, muttering about how something needs to be done, the 'higher class' get the best of everything while everyone is left scrounging the the dirt and you're like 'time to actually take action' so you work your way through missions, looking for weaknesses in the government and with the help of some scientists and technicians who feel that things are unfair, you get 'upgraded' so you have special abilities.
You start out with small attacks on minor governors, and eventually recruit other people who receive similar enhancements, and you have to guide them. Plan your attacks, raids for resources, get spies in for knowledge on the guards or anything else that might help. Do everything, even advertising your cause without getting caught. Catching rumours from wives have a chat about the 'new technician that might be able to rebuild the old computers, but he seems a bit upset about something, the poor chap'.
Make a mistake and everyone could be killed and you're back at square one, only a wanted man/woman, making it more difficult. And eventually you work your way up and I suppose you destroy the corrupted government and replace it with people who know what they're doing.
