after the monster truck crash i went up ladder to the dam. The president talks to himself then turns to face toward me. Then he is silent , no words after it and he wont budge from the bridge so that I can continue. I tried exploring the area and coming back to him didn't work. I tried afk'ing in front of him it did not work as well. I saw it in the you tube walkthroughs that he will talk to me and start blaming duke for all the mistakes and alien invasion. Sadly he isn't saying a word to me, would like some help here. Thanks in advance.

Happened to me. Had to reload checkpoint to get him to talk.

This appears to be a bug with the "Easy Kills" trainer option. It can affect the majority of friendly NPCs. If there are friendly NPCs around you should disable this option. Its a good idea to disable it through loading screens too because if there's a friendly NPC at the beginning of the level the trainer can break them as soon as you start and the autosave will save them like that. Cant fix if this happens.

I tried even disabling the trainer at all. but seems that as you said the game saved with that hence it will be bugged whatever I try. Hence now I am playing the game all over again from first chapter in order to see if it will work this time or not. I will make sure that easy kill is off at all times.
