to put a stop or at least change
Steam's VAC protocol...would you be interested?

Coz that way, we'd be allowed to cheat in singleplayer
game modes & even in co-op multiplayer campaigns!

There is no user.ini on my computer - what do I need to get to God Mode?

Have you looked in your Steam installation folder where the game is installed?

Or use the Windows Explorer's 'Search' box.

I looked everywhere - scanned my entire hard drive - no user.ini to be found?

After some search on the mighty internet I found out that Gearbox disabled the commands for the console entirely to prevent cheating in multiplayer games.

This might be the explanation why you don't find the user.ini anymore but don't quote me on this.
