I got the retail version and the game doesn't install from dvd but downloads the whole game. Is that

The Retail DVD downloads 7gig from Steam

In the steam menu:
Steam -> Backup and Restore Games -> Restore a previous Backup -> Browse to your DVD-Drive -> Duke installs from DVD.
