i tried using the console command using the key ~ to open it but no console command appears .is that the correct key to open it or whats the real key to open it were to find it

Use GECK then (can download from the Fallout official website) and open up the dlc data files, change the stats on unique items. Don't change normal items as it will affect every one of them.
Oh and Don't forget some tuts on ASM and defeating DMA
