There are two asari who can use them. They are on the Zakera 27 lvl which is where you land. After you leave the small C-sec area the asari should be to the left, sitting on chairs. They'll be upset that they can't leave Citadel due to Customs being... well Customs. You can give them the IDs or you could use a Paragon or Renegade option, if the Paragon/Renegade points are high enough. What the aftereffects of whichever action you choose are not shown in ME2.

Also, they won't show up before you've finished Thane's loyalty mission. Don't ask me why...
