If you're getting a lot of graphical glitches and issue then make sure your video card drivers, directx, and game are up to date.
1 - If you go through the official forums, some people are trying to recommend you downgrade your video card drivers to see if it helps (people were suggesting nVidia users drop back to the 186.18s - these drivers are from July 2009) so this whole "lol video card driver" solution is obviously not the solution.
2 - The game installs (when you install the game) missing DirectX files or updates them for you if your version is not up to date for the game itself since all games include the DirectX 9.0c redist. This isn't even a possibility.
3 - The game runs on the Steam Cloud and Steam forces the game to update for you. People are actually complaining that the game worked better for them (myself included) before the most recent patch and are trying to find a way to disable the game from updating. So having the game not up to date is also not possible.
Sorry. It is not the fault of the end user. Stop blaming the end user. All you have to do is look at Obsidian's track record. 100% of games they have released have had massive technical issues. So either you accept that Obsidian is incompetent or you are like one of the fanboys and actually believe the unlikely notion that every single person that has ever bought an Obsidian game is just dumb and can't figure out how to use a computer including paid technical writers at game review publications.

Oh, I'm not blaming anyone. I fully believe the developer made an oopsy. You remember GTA IV? Well, I just installed that and updated it a few weeks ago. The game barely works factory installed, legitimate serial, and original game files. If you try to modify it or even add a save, which the game needs to have a few .dlls in the folder do to, the game crashes and becomes unresponsive. Long story short, you really can't trust buying certain games when they first release or buying them at all (not downloading either), just don't support bad games. After I went through that nuisance I threw everything in the garbage.
All I can say is that the game Fallout all of it and its series $ucl<$
Because I bought and played Fallout3 and then sold it to a friend cz I hated it

The game felt kind of boring, I was glad it was by Bethesda who did Oblivion. That's the only reason I gave the game a chance.
All I can say is that the game Fallout all of it and its series $ucl<$

You thought Fallout 3 was boring (I am going with the context of your reply to GameGrizzle)? Then you add that you were glad Bethesda did Oblivion?? Oblivion was *only* published by Bethesda, 2K Games developed it. IF Bethesda is your thing, then you should have liked Fallout 3 as they not only published it, the also developed it. The game engine used for Oblivion is the same one that did Fallout 3 and Vegas, though updated a bit when Fallout 3 was made.
Also, Fallout 3 and Oblivion are two totally different styles of RPGs, especially with combat. I can understand favoring one game over the other because of the style of gameplay, but not because one company made the game or not. One game deal with a medeival setting, and the other a futuristic apocalyptic setting
