You can START the game at later stages so a save file isn't that useful really.

You can use the firetuner to add in strategic resources. It's part of the SDK. Install from your Steam Library under "Tools" and run Firetuner while playing a game.
You will need to first edit the config.ini setting EnableTuner to 1. This step reportedly disabled Steam achievements. Set back to 0 to be able to earn achievements again.
