You start off facing a street. Follow it, and when you get to a junction, , go right. Run toward the side of the restaurant; it’s really easy to make out, as it has unique, red architecture. When you get to the restaurant, you will see a wooden ladder leading to a balcony; climb it. At the top, make sure the guard is looking away from you, then sneak-walk toward him. Pick the lock of the first door on your right. Inside this room is a large safe and some items. Collect the bomb and bomb remote, then change clothes into the Red Dragon uniform. About this time, you should see a cutscene of a limousine arriving at the restaurant. Leave the room, head left, and climb down the ladder, back to the street.

Once on the ground, follow the road to the right. You will see a group of triads, and the limousine. You will also see a man in black walk toward the alley on the left. This is the chauffer. Follow him. The driver stops to use the dumpster as a bathroom, , so sneak up and knock him out with the Syringe. Change into his clothes, and drag his body into the nearby sewer. Walk, don’t run, back to the limo. Head over to the driver side, and place the bomb underneath the driver’s seat. Return to where you knocked out the chauffeur, and change back into the Red Dragon uniform.

From the spot where the chauffeur was taking a leak, walk past the dumpsters, back onto the street. Follow the road straight, under the bridge above. You will see two Blue Lotus members standing near an onramp. Stand in this position, so you can see them, and wait. Soon, you will get a message saying the Blue Lotus negotiator is leaving the restaurant. Pull out your bomb detonator, and wait for the limo. As the limo reaches the two Blue Lotus standing near the onramp, detonate the bomb. The explosion will kill everyone in the vehicle, as well as the two Blue Lotus standing, leaving you with only two people left to kill.

Return to the wooden ladder, climb it again, and go back into the room where you got the bomb. Before going through the other door in this room, check your map, or look through the keyhole, to make sure the guard in the next room is going away. Yes, you’re disguised, but they can still spot an imposter. Go into the room when it’s clear. You’ll want to move to the left, , following the path around to the right, and down to the end of the hall, where there is an elevator on the right side. Ride the elevator down to the first floor.

You will exit into a storage room. Follow the hall to the right of the crates, and go through the door. Hang a right, and go through the first door on your right. You are in the bathroom. Head for the door straight across from you. Now you’re in the main area of the restaurant. Take a right, and enter the next room. To your left, you will see two Red Dragon members, and a brightly lit dining room beyond. You have to make your way to the dining room, where the final two Blue Lotus members are. Stay away from the Red Dragons if you can, so you have a better chance of remaining undetected.

When you get into the dining room, get behind the two Blue Lotus, so you’re facing them like this. This next part requires some quick mouse movement. Pull out your silenced Silverballer, and kill one of them with one shot to the head. Quickly move to the next Blue Lotus, and drop him one a single shot to the head. If you let one of them fire off a shot, you’ve blown your chance for a Silent Assassin. When they are both dead, , make your way out of the restaurant. To get out safely, take the elevator back to the top floor, return to the room where you got the bomb, exit to the balcony, and take the ladder down to the street.

Back on the street, follow the road straight. When it splits, continue running forward, into the small alcove that dead ends. When you reach the wall, the mission ends.

Congratulations, you’ve just beat the ninth mission. With your Silent Assassin rating, you have unlocked the AK74 Assault Rifle Silenced.
