The package is on the small rock island. You will need a boat to get there.

Package 12  
There is an alley in the house with the big Rockstar sign on the roof. Walk into the alley and get up on the roof. The package is in the north end of the roof.

Package 23  
Get on the roof of the AMco gas station by climbing on the concrete wall, then jump down.

Package 2  
You need a Fish Truck or a Garbage Truck to enter the Turtle Head Fish Co. The package is at the back of the building.

Package 13  
Enter the alley by the Hong Hung Inc. (there is a health icon here as well).

Package 24  
The package is on the roof of the Head Radio building. Get on the L track from the station south of the building then jump from the tracks.

Package 3  
Drive all the way to the end of the small pier and you'll find the package behind some boxes.

Package 14  
Get up on the L track from the station north of the hospital. Follow the tracks to the left and you'll see the roof of Supa Saves to the right of the tracks. The package is in the south-west corner of the roof.

Package 25  
To the left of the tunnel entrance to Staunton Island and Shoreside Vale is a conrete wall, follow the wall to the end and look down over the edge.

Package 4  
Get up on the wall at the Bus Depot where it is low, then jump down the wall into the Saw Mill area. Climb on the pile of sawdust up to the roof and walk over the roof all the way to the west end.

Package 15  
Enter the alley from the west. Walk into the third opening in the left side wall and you'll find the package.

Package 26  
There is a big, brown building north of your hideout. Walk through the opening in the wall and go round to the back of the house.

Package 5  
Walk into the opening in the wall and turn right. Follow the wall to the back of the house and you'll find the package.

Package 16  
Drive to 8-Ball's and contiune up on the tracks behind his place. Drive into the tunnel and after a while you'll find 4 bums standing around the package.

Package 27  
There is a round flowerbed behind El Burro's payphones. The package is in the center of it.

Package 6  
Walk into the alley of the building at the base of Callahan Bridge. Turn left and follow the inside of the wall and you'll find the package.

Package 17  
west of the entry to Salvatore's mansion is a small parking lot with a blue rooftop at the back. Climb over the rooftop to find the package.

Package 28  
east of El Burro's payphones is a hill with a lot of trees. The package is in the middle of the trees.

Package 7  
There is a low white and blue building east of Joey's. The package is behind the building, inside the fence.

Package 18  
The package is located at the back of Salvatore's mansion.

Package 29  
Get in the alley where you got Luigi's missions and climb up to the roof. Turn right and jump down on the blue roof. The package is in the west corner of the roof.

Package 8  
Get up on the L track from the station north of the hospital. Follow the tracks to the left. When the tracks turn right, look for a girder on the left of the tracks. Jump from the girder to the roof below. Walk to the north end of the roof to find the package.

Package 19  
Get down to the beach behind Salvatore's mansion. You'll find the package up on a stone ledge.

Package 30  
Get in the alley where you got Luigi's missions and you will find the package on the ledge straight ahead.

Package 9  
Walk up to the gates of the Bitch 'n Dog Food Factory to make them open. Enter the area and turn left then walk to the back of the building to find the package.

Package 20  
Get to the back of the unfinished buildings by the roadwork. Climb the rubble in the center building to find the package.

Package 31  
Get into the alley behind the building in front of Luigi's Sex Club and climb to the roof. Turn left and you'll see the package.

Package 10  
Drive into the Portland Docks. Drive to the right of the big building in front of you. At the other end is a stair to the roof. Climb the stairs and you'll see the package on the roof of the building to the north.

Package 21  
south of the AMco gas station is a tall, grey building with two garage doors. Walk to the back of the building to find the package.

Package 32  
Go down into the subway and look for the bathrooms in the middle level.

Package 11  
The package is in the alley behind the Roast Peking Duck building in Chinatown.

Package 33  
Drive through the windows in the Rush Construction Company building.

Package 34  
At the south-west corner of the island is a ramp going down to the water. The package is behind the rocks at the bottom.

Package 46  
Approach the church from the south and look at the south-east corner to find the package.

Package 58  
The package is in the alley to the right of the fire station.

Package 35  
The package is located in the small doorway just opposite the highway intersection.

Package 47  
The package is located at the back of the alley in front of the cafe with big, glass windows. (where jump #9 is located)

Package 59  
Walk up the stairs of the Stadium to find the package outside the gate.

Package 36  
To the left of the building where the entrance to the large parking lot is you'll find some stairs. Go up the stairs and turn left to find the package on the roof.

Package 48  
Go to the top of the stairs in front of the museum building. The package is behind one of the pillars.

Package 60  
Get a Cartel Cruiser to get access to the Columbians area. You'll find the package in the garage to the left of the area.

Package 37  
The package is located behind one of the cars in the big parking lot, right next to a couple of green dumpsters.

Package 49 
Use a police car to enter the gates to the back lot of the police building. The package is in one of the corners.

Package 61  
The package is located at the east side of the big building in south area of the campus.

Package 38  
Next to the stairs from package #36 is an underground parking garage. The package is at the back of the garage.

Package 50  
The package is located under the small bridge leading from the highway to the parking lot in front of the police building.

Package 62  
You'll find the package in a garage north of the multi-level parking garage (where 8-Ball's and the Pay 'n' Spray also is located).

Package 39  
The package is up on the walkway crossing the street.

Package 51  
Walk out on the southernmost pier to find the package.

Package 63  
Go up to the second level of the multi-level parking garage and look next to the northern ramp.

Package 40  
The package is behind the big statue in the square west of the casino.

Package 52  
Walk out on the center pier, where the police boat is, to find the package at the end.

Package 64  
The package is located in the south-east corner of the construction site.

Package 41  
Go up the stairs at the casino all the way to the roof. The package is at the corner behind the helicopter.

Package 53  
The package is below the small walk-bridge in Belleville Park.

Package 65  
Get up to the second floor of the building in the construction area and look behind the wall next to the stairs.

Package 42  
Across the street from the AMco building is a house with 6 big glass windows. Drive through the window and go up to the second floor to find the package.

Package 54  
Walk into the basketball court in Belleville Park, right next to where the off-road mission truck is parked.

Package 66  
The package is at the top of the bridge. Just walk up on one of the girders to get there.

Package 43  
Go all the way up to the roof of the AMco building to find the package in one of the corners.

Package 55  
The package is located under the on-ramp of the Shoreside Vale bridge.

Package 67  
The package is on the roof of the hospital building. Park an ambulance by the wall and climb up on it to get access to the roof.

Package 44  
The package is in the garage under the AMco building. Turn left as soon as you get down there.

Package 56  
Park you car on the moving section of the Shoreside Vale bridge and get up on the roof. Wait until the section is raised and you'll see the package.

Package 57  
Jump down from the on-ramp of the Shoreside Vale bridge to the roof of the building located in the corner of the turn.

Package 69  
At the north end of the island is the army surplus store. Walk behind the northernmost buidling to find the package.

Package 70  
The package is next to the fire truck at the airport.

Package 81  
Enter the Turtle Head Fishing co. area and walk to the westernmost building. The package is behind the buidling.

Package 90  
Climb the stairs of the right tower located at the lower part of the dam.

Package 71  
Enter the airport area through the gate next the to fire truck and walk to the west of the big terminal.

Package 80  
Climb the stairs of the Turtle Head Fishing co. building and jump to the roof of the same building package #81 was behind.

Package 91  
Climb the stairs to the roof of the building at the end of the area below the dam. Look to your right when you enter the roof.

Package 72  
Look under the parked plane at the north-west end of the airport.

Package 82  
Enter the factory area east of the hospital. The package is on top of a container in one of the corners.

Package 92  
Enter the small road north of the Cedar Grove area from the west. Next to the third driveway on your right is a small gate. Enter it and find the package next to the swimming pool.

Package 73  
The package is located under the tail of the plane that is parked next to the helicopters.

Package 83  
Walk to the back of the hospital and look next to one of the green dumpsters.

Package 93  
Enter the driveway next to the gate from package #92 and walk down to the main building to find the package.

Package 74  
Walk up on the helipad located at the westernmost part of the airport.

Package 84  
Walk behind the police station and get up on the roof of the garage building.

Package 94 
You need a Cartel Cruiser to enter the gate of this mansion. Walk behind it and look in the dry swimming pool.

Package 75  
Walk down the yellow-striped ramp by the water, at the end of the south runway.

Package 85  
Enter the Liberty Pharmaceuticals area and drive to the left between the buidling and the wall. Run down the fence at the end and walk into the area with the oil drums and stuff.

Package 95  
The package is located at the front of the same building where you'll find rampage #20's primary location.

Package 76  
Walk down the yellow-striped ramp at the end of the runway in the south-east corner of the airport.

Package 86  
Get up on the wall where jump #19 is and look down. Jump to the black roof below and walk over to the fenced area. Jump down to find the package.

Package 96  
The package is located in the tunnel beneath the S-curves, the one with all the graffitti on the walls.

Package 77  
Walk all the way down into the airport subway, cross the tracks and look left to find the package. The subway entrance in at the top of the stairs at the end of the street in front of the main airport terminal.

Package 87  
Drive to the lower part of the dam (where rampage #17's secondary location is) and look at the base of the dam building.

Package 97  
You'll find this package between the RC-Toyz van and the billboard located in the area behind your hideout.

Package 78  
The package is behind the Lips 106 billboard at the end of the street in front of the main airport terminal.

Package 88  
Walk out to the eastern dome at the top of the dam to find the package behind it.

Package 79  
The package is below the broken, wooden bridge (where you make jump #13) at the end of the small dirt road by the bridge to Staunton Island.

Package 99  
Leave your hideout and turn left. Drive down the hill. The package is between two of the buildings to the right.

Package 100  
Look at one of the tables in the picnic area to find the package.
