Other is different. It wants to act like one force, but lacks coordination. It's just as strong as a confederacy composed of members with opposite interests, opposite ideologies and very different ethnicities.
It's still dominating.
That's because it includes more weapons. However each of those weapons has gotten only one vote.
Other is a group of weapons, while the katana is just one weapon. It wouldn't matter if Other had 10 votes and katana had 3 votes it would still dominate. Because Other would be a group of 10 weapons with one vote each.
