About drugs i am/was sure, alcohol trafficking is also understandable but consumption in such clear way which you could call it the city ..."Drunks and Extremists" is new to me. Due to ideological crackdown from Pakistan and Afghanistan to Iran Alcohol traffic isn't something new or demanding of explanation. But drinking among people who still gloat at the concept of Women and girls education is questionable.
I must add that this traffic route from Afghanistan to Turkey never serves for Alcohol, Drugs is the precious one!
To the contrary, From Turkey and Iraq(Kurd region) into Iran you can see the Silk worm route of Alcohol.
