Agility level 4 .. like every one said go to the Agency island, BUT clime ALL the WAY to the top, then jump on to the rounded top, and onto a side tower, then do a standard glide.
BUT how do I store the chopper .. or do I have to keep going back for more?

Unfortunately, you can't store an Agency Helicopter. You have to go back to the agency to get a helicopter with weapons on it, or to the huge tower in Unity Heights for the unarmed helicopter.
