As I have spent the last hour trying to figure out why the -console command was not working, I thought I would share my experience and possible solution. If you are using the desktop shortcut that the installer created the "target" is not editable, the line you are typing in is the "start in" line. You need to delete that shortcut and create another one from the game folder than the "target" line is editable and everything will work fine.
I hope this helps someone, I know how frustrating it is to spend all that time trying to find out what's wrong only to discover it is something simple like this.
