while playing the game i discovered some codes you can put in the console, you can activate console by pressing ~(tilt) under your Esc. key, here are the codes-

cash- add 1k of cash
instantresearch- instant research, goes for the ai as well
instantconstruction- instant construction, goes for the ai as well

currently, these are the only 3 i've discovered, if you found any feel free to tell, i'm a big cheater, i can't play game without cheating

This is a list of cheats i found of Paradox Forum for Victoria a few aren't active until patch 1.2 is release.

cash
prestige (v1.2)
leadership
goods - for stockpile. also gives money
plurality - set country plurality
instantconstruction - buildings finish in one day
instantresearch - research finish in one day
yesmen (v1.2) ai always responds favorably (to each other also)

modding/debugging help:
tag - change country
revolt - rebels rise
reload - reload interface files when modding, works with other things too like defines etc
reloadfx - when modding shaders. (reloadfx map reloads all the map shaders)
reloadtexture - reload texture for modding without restarting
event trigger event with id
