I think she's a bit of a niche villain.
She's definitely monstrous but Blizzard never really gave us a way to form some kind of attachment to her.

Sephiroth from FFVII was a iconic villian already 10 years ago. He wanted to become most powerful by killing everybody on the planet, how cool is that!
