Whenever I reinstall Empire: Total War Steam always makes it download the update first before it all

Empire: Total War keeps updating.

Whenever I re-install Empire: Total War Steam always makes it download the update first before it allows me to play. It updates it to version 1.5.0 automatically even when I set it so that it will not download updates automatically. Can anyone help me and tell me how to either remove the updates or how to make sure the game does not update automatically?
