... What? Please tell me your definition of Anti-hero...
He wanted to steal and clone pretty much every pokemon in existence just for his revenge against humans. Bear in mind this was in the Pokemon universe, where not even team rocket have realised they could just shoot pokemon in the face to make them **** off. Just because he has a sympathetic backstory and ends up becoming reformed doesn't mean he's an anti-hero.

I'll admit I'm not enough of a comic enthusiast to make a fully informed decision, but my vote is for the Joker. From what I gather, there have been different versions of him over the years, but one thing always seems to remain true. He is a pure sociopath that thrives on chaos and anarchy with a sadistic and twisted sense of humor. He has no regard for even his own self. He has no interest in the cliches like world domination. All that matters is the so-called 'fun'. BTW It was me who suggested this poll.
Rigaldo the Silver Eyed Lion King from Claymore. Power and speed allowing him to easily dispatch 4 of the five claymore captains in nearly the blink of an eye, only being stopped when Clare surpasses her limits and almost fully awakens to her Yoki aura. Even after he lost one arm due to carelessness he still held his own against Clare for a good 10-15 minutes of constant combat with no rest in between.
Sanga from Shin Hokuto No Ken (New Fist of the North Star). Truly evil man who dominates the will of the people by abusing the power of a child and a healer, flaunting them both as "gods" who perform miracles to keep the will of the people in Lastland under his heel, even going so far as to raze Freedom Town to the ground, butchering man, woman, and child, just to get a hold of Sarah the Healer.
Leader of Section B from Violence Jack OVA 1. Relentlessly evil giant who butchers anyone who displeases him, fights Jack and is nearly killed, comes upon the corpse of his girl who died trying to rape the leader of Section C, devours said corpse, turns into giant lizard thing, and is eventually killed outright by Jack.
The Vatican's special paranormal squad from Hellsing. Relentlessly trying to kill Alucard and Seras, always failing due to Alucard being far beyond mortal comprehension in terms of power, and above all being religious nutjobs that can't leave things be.
Finally, I nominate Priscilla from Claymore. You'll know why if you watch the series to completion (26 episodes total).
