Trying to translate.

I suppose it should be somthing like this:
Ok.. Here we go..

"When a person(NPC/PCC) have been elected to a post, he(NPC or PC) can't participate in the voting on the next election...
So why is he(NPC/PCC) getting elected to the same post??"

If that "translation" is what gamer_89 wanted to write, then the answer is acctually very easy.

He(NPC/PCC) gets Re-Elected because everyone voted for him.
I think its because they all know and trust him..

having a lot of questions regarding why and how about this game. but reading this thread makes me even more brain hurt. sorry folks i think watching youtube videos about guild 2 is more fun than playing it. (just me. not a rant)
