And I would keep the law strict, with instant death penalties for criminals like Terrorists, Rapists and murderers.
I will also promote Secularism in my country, it will not be partial to a particular religion.
So racism will have no room in my country. Also corruption withing the government will be dealt with, citizens will be given the power of reporting corruption, no matter how big the politician's rank is.
Environment will be given the top priority in my country, and I will mingle it with technology, so no one has to pay the toll.
Defense will be given priority too, but the capital invested be no where near to other aspects like fulfilling the basic needs of the citizen of my country.

I would also make the population of police officers and soldiers in my country about 55% of the population so in case the entire citizen rebelled against the government, it would take no time to finish them off.
First off the government would have me at the top permanently. The citizens would elect members of parliament based on who they think would represent their community the best. These elected people would form the rest of the government and would come to me to have laws proposed in the Parliament and to ask for federal funding and the such. BUT the current constitution would apply and the government would have the legal responsibility to remove me if I become a power crazed maniac.
Second, lawlessness would be fought brutally through both amendments to law and increased funding for law enforcement. Capital punishment would be reinstated but only used in cases of absolute certainty. Murderers, rapists, and other violent criminals would be given one and only one chance to surrender peacefully, failing to do so would activate shoot on sight orders for law enforcement. Most importantly, terrorism will be dealt with properly. A maximum security prison along the lines of Guantanamo would be built in the northern end of one of the Prairie provinces. Anyone proven in court to be a terrorist would be sent there and constitutional writes would no longer apply to them. It would be a no-fly zone for any non Royal Canadian Air Force aircraft, and be surrounded by concrete walls, moats, and electric fences like in Jurassic Park and then a further land mine perimeter. Each of these perimeters would include checkpoints guarded by Canadian military Leopard tanks and .50 caliber gun emplacements.
Lastly, any kind of oppressive religious "laws" would be illegal. Any religious leaders preaching any kind of violent acts or inciting violence will be removed from the country and will never be allowed back regardless of the situation. Anyone entering Canadian airspace will have a background check performed on them and any link to terrorism will mean they won't be getting on that plane, even if they're only flying through Canada.
I would also pursue a relationship with the American military by negotiating contracts to manufacture weapons systems. The profits from that would go towards law enforcement and universal health care.
