But even so, no one is neglected. Everyone is fostered and trained to be the absolute best at whatever they do. If you mend shoes, society makes sure that you can mend shoes the best you can so that you can mend the shoes of shield-danes and spear-danes. If you hunt, society makes sure you're the best hunter so you can feed your people so they can be productive. If you cast runes, society makes sure you're keen on interpreting them so you ensure good omens for war. It's not pleasant--it's harsh, brutal, and it's very easy to die. But it was probably the best functioning governmental system mankind has devised.
And "Pagan" in this case is not that touchy-feely socialist neopagan bull****. It's the serious kind where you kill your own child to ensure a good harvest, eat the testicles of captive enemies to please Woden, and massacre the women and children of your foes to make sure the elves are sated.

If I had my own country I would like my country to be the most law abiding citizens, with many highrise buildings and homes, crimes were not tolerated, and of course, the death penalty in my country is removed, and is replaced with solitary confinements, so if anyone commits a crime and is found guilty, they will be sent straight to solitary confinements. And of course, I make this country to be democratic so the citizens have the right to free speech.
I would prefer a communist country, since democracy has its own problems.
And I would keep the law strict, with instant death penalties for criminals like Terrorists, Rapists and murderers.
I will also promote Secularism in my country, it will not be partial to a particular religion.
So racism will have no room in my country. Also corruption withing the government will be dealt with, citizens will be given the power of reporting corruption, no matter how big the politician's rank is.
Environment will be given the top priority in my country, and I will mingle it with technology, so no one has to pay the toll.
Defense will be given priority too, but the capital invested be no where near to other aspects like fulfilling the basic needs of the citizen of my country.
