Definitely movie based on game, the original Mortal Kombat games prove that perfectly. Yeah there can be some really bad ones too, DOOM being one that springs to mind, but I think that there's a better potential in turning a good, vast, 20 hour game into a good action packed hour and a half game than the other way around. Most movie based games only last a bit longer than the movie itself as they can't really add that much on to them and they're often rushed to fit in with the release of the movie and you can really tell.
I love the idea of expanding movie characters and settings in a seperate game though, like some of the James Bond games, they're great.
