I think if you want something perfect you have to do it yourself :=)

I have a mod which adds Sovereign-class, Executor class and Vengeance-class Super Star Destroyers and Titan Heavy Star Destroyer to EaW, and I edited many things like their population value, tech level, Hard Points, costs and many more. Yet if you have a clean and unmodded EaW, I offer you the 1 cred 1 sec mod that can be found on FileFront's EaW site. There is only one problem: That mod does not edits the Galactic Conquest and Campaign values. You have to edit them yourself. If you have enough practice and coding knowledge, the only thing you need is Windows :=))) Open the XML files up with a Notepad and edit every value you want. Some values you might want to edit:

Build_Cost_Credits : This determines how much the unit will cost in GC and Campaign.

Build_Time_Seconds : This determines how long the production of the unit would take in GC and Campaign.

Population_Value : This determines how much the unit will cover in the empty population cap. It covers every type of game.

Build_Limit_Current_Per_Player : This determines how much of this unit you can have in your army at one time.

Build_Limit_Lifetime_Per_Player : This determines how much of this unit you can produce from the start to the end of the game.

Tech_Level : Determines the required Tech Level to produce this unit.

Required_xxxxx_Base_Level : Determines the minimum level of Ground or Space base level to construct this unit.

You can search first two values with a Tactical_ at their beginning. Those values affect Skirmish games.
Oh, and remember to delete the XML folder from your Data folder before installing the mod I told. If you want to make your own XML files, use a .meg extractor and extract config.meg.
