In my first run, I didn't even met her. Where exactly in the story can i befriend her or her group?

moscow hub, the train-yard mission which disappears after you meet surkov iirc.

Yeah, the train yard mission and if you want to really make a good impression with her then choose the responses that say aggressive, with the exception of the one which tells her to basically blow off of course.

After allying with her at the train yard using aggressive responses you can do a mission with her to attack the UN to get to surkov.

That's true, but I thought I saw a video where she and her troops attack the building but when she's on my side I've only heard her on the comm, is that video I saw because that person didn't have SIE on their side?

In Moscow, if you do mission 3-3 and 3-4 before 3-1, you will have the option of having SIE as a handler for 3-5, as long as you choose to ally with her, and get her to like you. If she is your handler, then it will be G-22 that storms the embassy instead of VCI.
