It's easy to hex edit as well but you have to add the secondary effects manually, for instance Awareness, Evasion and Improved Criticals. Just open the save in a hex editor and look for things like "SKILL_PRIMARY_STEALTH_Level.....", "SKILL_PRIMARY_PISTOLS_Level....." and so on. The fifth dot contains the value. Change it to 0F for 15 points.
