So I have everything in place, and when I hit launch I make sure it has the [SD Patch YES]. And when I hit launch it goes " no Cheats found"
Am I missing something?

Make sure you have cheats turned off. Make sure the gpf file matches the actual name of the game disc (region). If you have the JPY version of the game, the patch won't work because it only supports the NTSC or PAL version, etc.
