Theoretically, what is the best weapon to use against a Super Mutant Behemoth, assuming a skill of 100 and a fully repaired weapon (and excluding the MIRV)?

if you are out of nukes, run away shoot, and when he gets close, run away and shoot until he dies. The dart gun is your best friend. but really u want some mini nukes but u said excluding them so what i say is use the nuka grenade if you have one. that will help you out a lot. A3 21`s plasma rifle or alien blaster is also a good way to go.Bottlecap mines work also well just poke it from some distance and back peddle while laying mines, 2-3 should do the trick. sadly every non-human(and most human) enemy will always run straight at you so this works in many situations, its great against reavers since they have such high hp. also make sure u have a explosive so it will do more damage. If you need to know where all 5 of them are i can help you with that. hope that helped

The answer was The Terrible Shotgun, as it is the only weapon that can kill a Behemoth with one shot.

but a lot of people don't know where to find it.It can be found in the possession of Smiling Jack at the Bazaar in Evergreen Mills. which i bet you knew but other people reading this may not

When you reach Megaton (assuming you dont blow it up) there is a guy on a snipers balcony above the robot. How do you get up to where he is?

you have to cheat using noclip.

No you can actually get up there via the roof on Lucas Simm's house.
