I had this pokemon that had rock smash as an attack,but now i gave it back to his owner,and i can't find anywhere this TM,so i can approach the 3 dogs.Any help?

when you catch/defeat sudowoodo a.k.a the wiggly tree a man in blue near where sudowoodo used to be will give rock smash after you talk to him after that you can buy it at the goldenrod dep store good luck in getting those dogs
