Yeah depending on the way they broke it, it may or may not be fixed.
Action Replay Factory Reset
If it gets to the "This Product is not Endorced by Nintendo" Screen but then freezes try to Reset your AR via the below Steps:
1/ With the console powered off, hold A+B.
2/ Power up the console while still holding A+B.
3/ As soon as the Nintendo screen is displayed, before our screen stating this product is not endorsed by Nintendo, press and hold Start and Select while keeping hold of A+B.
4/ Continue to hold these buttons until the Main Action Replay screen is displayed, then release. Your product is reset, and will accept codes once more.
Please Note that Resetting the AR deletes all Codes on it(but if it's broken it's better then buying a new one)
Reinstalling Firmware
If it's a firmware problem(ie: Not booting at all) there is a method to reinstall the Firmware but it requires a Homebrew device such as Datel's Game'n'Music or their Action Replay Media Edition(but if you got an ARME it defeats the need to fix your other AR). The method involves loading an old copy of the Firmware with the Homebrew Device on to the DS then you remove the homebrew device(If Slot-1) then you insert the Action Replay and hook it up to your PC and run the Code Manager Program and then hit the Check for Updates button. It should think your AR is running Out Dated Firmware and Force Reinstall the Latest Firmware.
Please Note this method may not be Successful the First time (or ever, Depending on how busted the AR is).
Also This Method may allow you to keep the Codes on it but most of the time the Codes are deleted via this Method as well.
