Shouldn't a question of debate be phrased in a way as to not have a factual response?
So "Should athletes be allowed to use steroids?"
Because the question of "can" is easily answered by looking at league rules and you'll see that no, there isn't a professional sport around where athletes are allowed to use steroids.
