The rich and powerful. The rich because they can afford to make things likes this happen. The powerful because they force things like this to happen. Both do it to ether fulfill their own (hidden/secret) agendas or simply because their bored. Nothing is more boring than money you can't spend and power you can't exert.

In Georgia, "rich" and "powerful" equates to the welfare class in any Western country. In reality, this was just the media looking to make one candidate look good or another look bad; doing what the media does on a daily basis across the planet.
